The candidate with the most votes in County, South East, West or North takes that region's secured seat. One each, four in total, settled the moment the district is counted.

The Council opens its floor to the regions. Every region is guaranteed one seat, taken by whoever wins the most votes there. The four remaining seats go to the highest vote counts across the state, and no region may hold more than three. Win your district, then out-poll the rest.
The Chamber
Four seats are secured before the count is finished. Four are decided by nothing but numbers. Every member sworn in on 3 August 2026 serves two months.
Standing Order of the Council
Article I
The candidate with the most votes in County, South East, West or North takes that region's secured seat. One each, four in total, settled the moment the district is counted.
Article II
The four remaining seats are handed to the highest vote counts left standing anywhere in San Andreas. A strong runner-up in a crowded region can still be sworn in.
Article III
Once a region holds three members, its candidates are passed over and the seat falls to the next highest count elsewhere. No single district owns the chamber.
Constituencies
One secured seat each. Everything above that is earned at the ballot box.
